CHAPLAIN Organization: Our History and Foundation

The Crime and Hazardous Activities Prevention, Law enforcement Assistance and Intelligence Network (CHAPLAIN) was established in response to the increasingly complex challenges facing Philippine society, particularly in the areas of corruption, human trafficking, illegal drugs, and the protection of vulnerable populations. The organization emerged from the recognition that addressing these multifaceted issues requires an integrated approach that combines intelligence operations with ethical and spiritual guidance.

CHAPLAIN was founded by Dr. and Bishop Delfin G. Giducos Jr., whose extensive educational background and professional experience uniquely positioned him to lead this innovative organization. Dr. Giducos holds an impressive array of academic credentials, including a Bachelor of Theology, Bachelor of Secondary Education major in English, Diploma in Psychology, Master of Arts in Ministry, Master of Arts in Christian Education major in Guidance and Counseling, Master of Arts in Education major in Guidance and Counseling, Doctor in Philosophy major in Guidance and Counseling, and Doctor in Ecclesiastical Law.

As the former OIC-Director General of Transnational Anti Organized Crime - Intelligence Group, Dr. Giducos witnessed firsthand the devastating impact of organized crime, corruption, and trafficking on communities and vulnerable individuals. These experiences, combined with his deep spiritual foundation and commitment to service, inspired him to establish an organization that would address these challenges through a holistic approach.

CHAPLAIN was conceived as a bridge between law enforcement and spiritual guidance, recognizing that effective crime prevention and community protection require both intelligence operations and ethical leadership. The organization was founded on the principle that sustainable solutions to complex social problems must address not only the manifestations of these issues but also their underlying causes, including moral and ethical dimensions.

The foundation of CHAPLAIN represents a collaborative effort led by Dr. Giducos and supported by a dedicated team of church leaders, pastors, and intelligence professionals. Dr. Giducos' family has been instrumental in establishing the organization, with Evelina D. Giducos, Johndel, and Jose Miguel providing crucial support. The spiritual leadership team includes Chaplain/Pastor Glenn Guillen and his family, Joel Ofqueria and his family, Manuel Illustrisimo and his family, along with Dominador A. Laurenciana, Edwin Reora, Marnil Ilustrisimo, and all junior chaplains of GHCC.

The organization's founding coalition also includes the team led by Bishop Odelio T. Gica, the Legacy team, members of the Transnational Anti Organized Crime - Intelligence Group (TAOC-IG), and various other supporting individuals and groups who share the vision of creating safer communities through intelligence-led operations guided by ethical principles.

Dr. Giducos established CHAPLAIN with a vision to develop a network of dedicated professionals who combine intelligence expertise with spiritual guidance to protect vulnerable populations, combat corruption and trafficking, and provide humanitarian assistance during times of crisis. He recognized that the integration of chaplaincy services within intelligence operations creates a unique framework that prioritizes human dignity, ethical considerations, and compassionate approaches to law enforcement assistance.

The organization's mission of creating safer communities through intelligence-led operations guided by ethical principles reflects Dr. Giducos' lifelong commitment to service. His passion for helping others and dedication to the welfare of his country continue to drive CHAPLAIN's work, as the organization implements programs that protect vulnerable populations, prevent trafficking and corruption, and provide humanitarian assistance.

Looking toward the future, Dr. Giducos plans to apply for consultative status with the United Nations Economic and Social Council (ECOSOC), recognizing that international collaboration and adherence to global standards will enhance CHAPLAIN's effectiveness and expand its impact. This aspiration reflects CHAPLAIN's commitment to aligning its operations with sustainable development goals and international best practices while addressing the specific needs of Philippine communities.
