About Us

The Crime and Hazardous Activities Prevention, Law enforcement Assistance and Intelligence Network (CHAPLAIN) was established in response to the increasingly complex challenges facing Philippine society, particularly in the areas of corruption, human trafficking, illegal drugs, and the protection of vulnerable populations. The organization emerged from the recognition that addressing these multifaceted issues requires an integrated approach that combines intelligence operations with ethical and spiritual guidance.

CHAPLAIN was founded by Dr. and Bishop Delfin G. Giducos Jr., whose extensive educational background and professional experience uniquely positioned him to lead this innovative organization. Dr. Giducos holds an impressive array of academic credentials, including a Bachelor of Theology, Bachelor of Secondary Education major in English, Diploma in Psychology, Master of Arts in Ministry, Master of Arts in Christian Education major in Guidance and Counseling, Master of Arts in Education major in Guidance and Counseling, Doctor in Philosophy major in Guidance and Counseling, and Doctor in Ecclesiastical Law.

Empowering Communities Through Chaplaincy

In alignment with the United Nations Economic and Social Council (ECOSOC) principles and the Sustainable Development Goals, particularly SDG 16 (Peace, Justice and Strong Institutions) and SDG 5 (Gender Equality), the CHAPLAIN Organization commits to promoting peaceful, just, and inclusive societies through coordinated intelligence operations, ethical guidance, and humanitarian assistance. We are dedicated to combating corruption, illegal drug trafficking, and human trafficking while protecting vulnerable women and children, particularly those who have been abandoned or orphaned. Our organization provides spiritual support and ethical leadership through our chaplain officers, conducts evidence-based research to inform policy, establishes strategic partnerships across sectors, and delivers humanitarian aid during natural disasters. Through these integrated efforts, we seek to build resilient communities, strengthen institutions, and contribute to sustainable development both nationally and as part of the global community, ensuring no one is left behind.
